House Appropriations Bill Silent on Pay Raise, Protects Collective Bargaining
House appropriators released a spending bill today that is silent on a federal employee pay raise, effectively deferring to the president’s proposal for a 1 percent pay raise in 2021. NTEU is committed to working for a fair pay raise for frontline employees.
The Financial Services and General Government legislation provides increased funding for several NTEU-represented agencies and protections for federal employee collective bargaining rights. Specifically, the bill would prohibit agencies from using funds to implement any term of a collective bargaining agreement that was not mutually and voluntarily agreed to by all parties or subject to binding arbitration.
The bill also addresses the recent efforts to eliminate union rights from Department of Defense employees by preventing funding to exclude agencies from the collective bargaining obligations under federal law for national security purposes.
The House appropriations subcommittee is expected to approve this bill tomorrow. As the appropriations process continues, NTEU will keep up the fight for a fair pay raise, adequate funding for federal agencies, and additional provisions to protect collective bargaining rights.
