Average 4.6 Percent Raise Official The final steps have now been taken to put in place an average 4.6 percent pay increase for federal employees in 2023. This is the largest pay raise for the federal workforce in 20 years. The Office of Personnel Management (OPM) has published updated pay tables including the increases for locality areas. NTEU fought for the FAIR Act throughout 2022, which would have put in place an average 5.1 percent increase. NTEU is already looking ahead to the 2024 raise given increased prices that stretch federal employees’ budgets. Also in 2024, we expect that new locality areas will be added to accommodate higher cost of living in those areas. While OPM must take certain regulatory steps to officially add these areas, they are supported by NTEU and the President’s Pay Agent. They are: Fresno, Calif.; Reno, Nev.; Rochester, N.Y.; and Spokane, Wash. Additionally in 2024, after regulatory action, it is expected that San Juan County, Wash., will be added to an existing locality area as an “area of application.” |
