Update on Potential Consolidation of NPS and Department of Interior Recently, NTEU began receiving reports that managers from some NPS components met with employees in Chapter 296 and informed them that NPS is planning to transfer some employees from NPS to the Department of Interior as part of a planned consolidation. NTEU promptly demanded a briefing regarding NPS's plan. We also reminded NPS that their failure to provide NTEU with notice and the opportunity to bargain over changes to working conditions can result in the agency having to undo the action and provide employees with make-whole relief. Last week, we filed an institutional grievance regarding the agency's actions. We allege that NPS's unilateral implementation of a consolidation and failure to provide NTEU with notice and the opportunity to attend the meetings last week violate our collective bargaining agreement and federal labor law. We are seeking a status quo ante remedy and relief that will make employees whole for the agency's violations. NTEU believes that any consolidation is unnecessary and likely to make it more difficult for NPS to complete its mission. In addition to our actions to aggressively contest the agency's violations of the contract and labor law, we also have engaged with members of Congress to solicit their opposition to any unnecessary and inefficient reorganization of the agency.
