Congressional Democrats released the text of their Continuing Resolution (CR) Wednesday night that would extend current funding levels through October 31, 2025, prohibit the President from increasing, eliminating, or reducing funding for programs until enacted by Congress, restrict termination and furlough of employees, and prohibit the use of pocket rescissions and the fast-track procedures for partisan rescissions. With less than two weeks before the end of the fiscal year, Congressional Republicans and Democrats have introduced competing CRs to avoid a shutdown, but without an agreement on a path forward, the risk of a government shutdown remains. The Republican CR would extend funding for agencies and programs through November 21 and the House plans to vote on that bill on Friday. This bill is supported by President Trump. The vast majority of Congressional Democrats have vowed to oppose the Republican CR and stated their support for their own bill which would extend government funding for a month, place limits on the President’s ability to withhold funds, and make additional changes to address rise in healthcare costs that would take effect in the near term without congressional action. Failing to provide agencies the resources needed to meet their missions hurts the American public who rely on essential government services in addition to the employees who have dedicated their careers to public service.
