9/19/25 - Update on Government Funding

With only two scheduled days in session left before the beginning of FY 2026, Congress failed to pass either of the proposed Continuing Resolutions (CR) to extend government funding and avoid a shutdown. While the House passed the Republican CR (H.R. 5371), which would extend funding for agencies and programs through November 21, by a vote of 217 to 212, the Senate failed to pass both that bill and the Democratic CR (S. 2882), which would extend current funding levels through October 31, 2025, address pending increases in healthcare costs, prohibit the President from increasing, eliminating, or reducing funding for programs until enacted by Congress, restrict termination and furlough of employees, and prohibit the use of pocket rescissions and the fast-track procedures for partisan rescissions. Both bills need 60 votes in the Senate, requiring bipartisan agreement to pass. Congress was scheduled to return from next week’s recess on Monday, September 29 with two days before the beginning of FY 2026 to prevent a government shutdown. However, in an attempt to force the Senate to agree to their CR proposal without further negotiations, Republican leaders in the House just announced that the House will not be in session on September 29 or September 30 ahead of the funding deadline. Failing to provide agencies the resources needed to meet their missions hurts the American public who rely on essential government services in addition to the employees who have dedicated their careers to public service.
