Update on Government Funding (10/10/2025)

Both the House and Senate are gone for the weekend as the government shutdown continues with no deal in sight. Yesterday, the Senate once again voted and failed to pass both the Republican CR (H.R. 5371), which would extend funding for agencies and programs through November 21, and the Democratic CR (S. 2882), which would extend current funding levels through October 31, 2025, extend ACA tax credits and roll back Medicaid cuts to address pending increases in healthcare costs, prohibit the President from increasing, eliminating, or reducing funding for programs until enacted by Congress, restrict termination and furlough of employees, and prohibit the use of pocket rescissions and the fast-track procedures for partisan rescissions. While there have been press reports that a small group of Senators are discussing the parameters of some type of deal to end the shutdown or passing legislation to provide pay to the military or certain federal employees, there doesn’t seem to be much progress. The House is scheduled to return next week after being out of session for the past two weeks and the Senate plans to be in session next week after canceling a planned recess. Meanwhile, Senate Majority Leader Thune (R-SD) has acted to prevent Minority Leader Schumer (D-NY) from bringing up the Democratic CR again for a vote.
