  • Today, the Senate Homeland Security and Governmental Affairs Committee approved three nominees for the Federal Labor Relations Authority

    SUMMARY:  Today, the Senate Homeland Security and Governmental Affairs Committee approved three nominees for the Federal Labor Relations Authority.

    Today, the Senate Homeland Security and Governmental Affairs Committee held a business meeting to consider the nominations of Ernest DuBester, to be Chair of the Federal Labor Relations Authority (FLRA), Susan Tsui Grundmann, to be a Member of the FLRA, and Kurt Rumsfeld to be General Counsel at the FLRA.  NTEU fully supports these nominees, which were approved today by the committee along party lines.

    All of the nominees are well qualified for these positions and have years of experience.  Mr. DuBester has over 45 years of experience in labor-management relations and has served as a Member of the FLRA since August 2009.  He was designated as Chair on January 21, 2021, and previously served as the Chair from January to November 2013.  Ms. Grundmann has over 20 years of experience litigating and advising clients on labor and employment matters.  She currently serves as the Executive Director of the Office of Congressional Workplace Rights and previously served as the Chair of the Merit Systems Protection Board.  Mr. Rumsfeld has extensive experience in labor and employment law.  He previously served in the Office of General Counsel at the FLRA and currently serves as Chief Counsel to Chairman DuBester.

    As you know, the FLRA administers the labor-management relations program for 2.1 million non-postal federal employees.  However, for the last three years, the current majority of the FLRA has aggressively sought to cripple collective bargaining and destroy the effectiveness of unions.  As long as this anti-union majority remains at the FLRA, this assault on unions and their members will continue.

                The nominations now move the full Senate for consideration.  NTEU will continue to urge the Senate to move these nominations quickly to ensure that matters before the FLRA receive fair consideration.  I will keep you posted on further developments.
