    Screening Testing Programs to End,
    Following New CDC Guidance

Federal agencies are instructed to end any screening testing programs of unvaccinated federal employees no later than Monday, Aug. 22. NTEU welcomes this change which the union had requested on June 15 and Aug. 11 in letters to the Safer Federal Workforce Task Force.

National President Tony Reardon called the program’s ending a welcome development and one that recognizes that screening testing programs did not make the federal workforce safer. “NTEU called for this change months ago and I am pleased that the government has finally agreed,” Reardon said.

The new guidance from the Safer Federal Workforce Task Force follows a loosening of CDC guidance. The CDC notes that high levels of immunity and the availability of vaccinations, boosters and treatment for COVID-19 significantly reduce serious illness and deaths from the virus. In the revised guidance, the CDC said: “Recommending screening testing of asymptomatic people without known exposures will no longer be recommended in most community settings.”

Other changes agencies are required to make include no longer requiring vaccination status information for employees or visitors to federal facilities as long as the COVID-19 safety protocols are applied to everyone and not based on an individual’s vaccination status.

Finally, all employees exposed to COVID-19, regardless of vaccination status, no longer must quarantine at home. Rather, employees are advised to watch for symptoms, wear a high-quality mask indoors for 10 days and get tested five days after the exposure.

The Task Force is expected to release more detailed guidance for employees and agencies in the near future and NTEU will share that when it is available.

NTEU asked the Task Force to advise agencies to redirect testing resources to provide high quality masks for workers, improve ventilation systems and air quality, urge enhanced cleaning of office spaces and maximize telework where possible. NTEU continues to encourage employees to get vaccinated and boosted to provide the best protection possible from serious illness or death due to coronavirus.
