    Bills Introduced to Slash Telework, Civil Service Protections

    NTEU is opposing two bills recently introduced in Congress targeting federal employees and their rights.

    The Public Service Reform Act, reintroduced by Sen. Rick Scott, R-Fla., and Rep. Chip Roy, R-Texas, would make career federal employees at-will employees who can be easily fired and strip them of their civil service protections. The bill would abolish the Merit Systems Protection Board, where federal employees can take their concerns about due process violations and prohibited personnel practices. Employees would also no longer be able to use negotiated grievance procedures for adverse personnel actions.

    The Stopping Home Office Work’s Unproductive Problems (SHOW UP) Act, introduced by Sen. Marsha Blackburn (R-Tenn.), is a companion bill to a measure that recently passed in the House. The legislation would require every federal agency to return to pre-pandemic telework policies, without regard to union contracts or proven positive results based on actual telework experience. The House version of the bill was introduced by Rep. James Comer (R-Ky.).
