House and Senate Appropriators Move Funding Bill

Last week, House and Senate appropriations committees passed their respective fiscal year 2024 Financial Services and General Government appropriations bills. Both are silent on a federal pay raise, deferring to the president’s proposal for an average 5.2 percent pay increase next year, and both chambers continue the moratorium on A-76 competitions that would contract out additional federal jobs.

The similarities end there. The House bill includes several harmful provisions opposed by NTEU that would prohibit funding for federal agencies until they return to pre-pandemic levels of telework and remote work; block implementation of executive orders related to diversity, equity and inclusion in the federal workplace; and introduce harmful changes to the Thrift Savings Plan‘s Mutual Fund Window. House appropriators are also proposing funding cuts to NTEU-represented agencies including the IRS, the Bureau of the Fiscal Service, Securities and Exchange Commission, and Federal Communications Commission. Read more
