  • Update on Government Funding for Fiscal Year 2024

    SUMMARY:  With government funding set to expire Friday night, the House and Senate have begun working on a Continuing Resolution to fund the federal government. 

    Government funding is set to expire at midnight this Friday, November 17, and the House and Senate are now actively working to pass a continuing resolution (CR) to avoid a shutdown. 

    Over the weekend, Speaker Mike Johnson (R-LA) released the text of his stopgap funding bill which uses a “laddered” CR approach.  Under the bill, funding at current levels would be extended until January 19 for agencies and programs funded by the Agriculture, Energy and Water, Military Construction-VA, and Transportation-HUD appropriations bills.  Agencies and programs funded by the remaining bills—Defense, Homeland Security, State and Foreign Affairs, Legislative Branch, Financial Services and General Government, Interior, Labor-HHS, and Commerce, Justice, Science—would see their funding extended at current levels until February 2.  Additional funding for the President’s supplemental funding request—which includes additional funding for the border, including funding for 1000 more CBP Officers, Ukraine, Israel, and other time sensitive priorities—is not included.  Several House Republicans have already stated their opposition to the bill due to the lack of spending cuts.  And while several House Democrats have expressed concerns over the “laddered” CR approach due to the increased opportunities for at least a partial shutdown to occur, it does not appear that they will oppose the bill if it prevents a government shutdown this week. 

    The Senate is expected to take a procedural vote on the legislative vehicle for the CR this evening, but there is no text for the bill and the vote may be delayed until they see what happens with the “laddered” CR in the House.
