    FEHBP Rates to Rise an Average 7.7% in 2024

    Federal employees and retirees enrolled in the Federal Employees Health Benefits Program (FEHBP) are facing an average 7.7 percent increase for health insurance premiums in 2024, the Office of Personnel Management announced today.

    This is a harsh blow to federal employees who are just days away from a potential government shutdown that may interrupt paychecks. Combining 2023 and 2024 increases, FEHBP enrollees are experiencing an average hike of more than 15 percent in just two years. NTEU continues to believe that there are additional steps that can be taken by Congress and OPM to keep these costs lower, especially in the largest employer-sponsored program in the country.

    OPM says rate charts for all plans and additional information will be posted on its website later today. The Open Season is scheduled for Nov. 13 through Dec. 11, 2023. NTEU members will again have free access to the Consumers’ Checkbook plan comparison tool at the start of open season. NTEU members are urged to carefully explore their options to find the best plan for you and your family.

    Roughly 10,000 enrollees currently in a Humana health insurance program will have to choose a new carrier during open season because Humana is dropping out of FEHBP.

    Premium increases for FEDVIP—the dental and vision program—are more modest for 2024. The average increase in premiums for dental plans is 1.4 percent and vision plans will see an average increase of 1.1 percent.

    There are enhanced benefit offerings for FEHBP enrollees in the areas of fertility, coordination with Medicare, pharmacy benefit design, gender affirming care, maternal health, obesity prevention and treatment, mental health and substance abuse, telehealth and antibiotic stewardship.

    Drivers of the increased premium amounts, OPM says, are higher costs for prescription drugs, emergency room care and outpatient care.
