NTEU Supports Push for Expanded Appeal Rights NTEU has submitted comments supporting a proposed Merit Systems Protection Board rule that will allow employees to challenge being involuntarily moved from the competitive service to the excepted service. NTEU remains opposed to reinstating Schedule F but supports mitigation efforts should employees find themselves caught up in an involuntary move. The goal of the last Schedule F was to allow agencies to move tens of thousands of employees from the competitive service to the excepted service. Proponents of Schedule F believed that this would allow agencies to fire these employees more easily. We are working on multiple fronts to protect employees if a future administration brings back Schedule F. MSPB’s proposed rule expanding appeal rights is an important piece of these efforts.
