Legislation Introduced to Prevent Government Shutdowns Legislation was introduced last week that aims to prevent future government shutdowns. The End Shutdowns Act, introduced by Sen. Tim Kaine (D-Va.) and Rep. Don Beyer (D-Va.), would initiate an automatic continuing resolution by the Oct. 1 start of a new fiscal year if no appropriations bill is passed by then.
