FLRA Upholds NTEU Win for HHS Employees The Federal Labor Relations Authority (FLRA) has unanimously upheld an arbitrator’s 2019 ruling in favor of NTEU, which should be the final word in what was a long and contentious labor-management battle at the Department of Health and Human Services during the previous administration. A neutral arbitrator agreed with NTEU that HHS wrongly implemented one-sided contract terms in April 2019 before all negotiations were complete, as required by federal labor law. This is a major win for HHS employees who lost valuable rights and benefits when the regressive provisions were imposed. |
