    NTEU Pushing for “Use or Lose” Relief

    With vacations and family events canceled or on hold, some NTEU members are looking ahead to year-end leave balances and finding that they may have more than the 240-hour cap that can be carried over to the next year.

    Last week the Office of Personnel Management (OPM) said it would soon issue regulations allowing for restoration of leave that was canceled because an employee had to perform work related to the pandemic. This does not allow for the carry-over of excess leave due to canceled travel plans because an employee was hesitant to travel.

    NTEU is working on Capitol Hill to get legislation passed that recognizes the impact of the pandemic on scheduled vacations and time off along with the efforts of federal employees who have remained on the job during a difficult time. The union’s goal is to provide relief to employees who will have excess “use or lose” leave and allow that leave to be carried over into the next calendar year.
