Analysis: Republican-Proposed Spending Cuts Threaten Vital Programs The administration released an alarming analysis of deep spending cuts required by House-passed legislation to raise the debt ceiling. While the House-passed bill was silent as to how the cuts to discretionary spending would be allocated among the various appropriations bills and government programs, a memo from the Office of Management and Budget shows that the plan by House Republicans would result in a 30-percent cut to all agency funding if they keep their promise not to touch defense funding, Veterans Affairs and Homeland Security. The memo lays out different scenarios for how the proposed cuts would be dispersed, and in each scenario, critical federal programs and services that Americans rely on would be severely impacted.
