Thousands of Federal Employees Added to Locality Pay The Office of Personnel Management issued a final rule adding four new locality pay areas beginning in 2024, increasing pay for tens of thousands of federal employees. The new locality pay areas are Fresno-Madera-Hanford, CA; Reno-Fernley, NV; Rochester-Batavia-Seneca Falls, NY; and Spokane-Spokane Valley-Coeur d’Alene, WA-ID. In addition, several areas will be added to 43 existing localities, increasing pay for employees in those cities and towns. The president will set locality pay rates for these four new areas. NTEU strongly supported the Federal Salary Council’s positive changes to locality pay. President Biden is recommending an average 5.2 percent raise for federal employees in 2024, made up of a 4.7 percent across-the-board raise and an average 0.5 percent increase in locality pay.
