Administration Again Calls for 2 Percent Pay Raise President Biden announced additional details on his proposal for an average 2 percent pay increase for federal employees in 2025 in his alternative pay plan sent to congressional leaders on Friday, the next major step in the process toward finalizing next year’s pay rates. Congress has been silent so far on a federal pay raise in annual appropriations bills, deferring to the president’s proposal. The president’s alternative pay plan clarifies that the 2 percent increase federal employees would receive consists of a 1.7 percent across-the-board increase with an average 0.3 percent devoted to locality pay.
