    Survey: Federal Benefits Key to Employee Retention, Recruiting

    Health insurance and retirement benefits continue to play a key role in recruiting and retaining federal employees, according to results of a survey by OPM.

    The 2023 Federal Employee Benefits Survey found that nearly 70 percent of respondents said the ability to receive health insurance through the Federal Employees Health Benefits Program influenced their decision to a “great or moderate” extent to take a job in government.

    Nearly 80 percent said the health insurance program is why they stay in their jobs. Nearly 70 percent of employees said the Thrift Savings Plan influenced their decision to take a position in the federal government, and 80 percent to retain their jobs.

    More employees are aware of the paid parental leave program and plan to use it. Seventy-four percent of employees reported being aware of the program, compared with 67 percent in 2021, and 89 percent of those with a qualifying event reported using or planning to use the benefit. In 2020,

    NTEU won the first-ever paid parental leave program for federal employees after a 20-year fight.

    NTEU understands the crucial role of benefits in the lives of federal employees and their families, and continues to work to protect and expand these programs.
